वन रैंक वन पेंशन पर पूर्व सैनिकों को फिर मिली 'तारीख'

पीएम नरेंद्र मोदी ने लाल किले से आजादी की वर्षगांठ पर दिए भाषण में भले ही भविष्य की तमाम योजनाओं का खाका खींचा हो, लेकिन वन रैंक वन पेंशन को लेकर स्पष्ट ऐलान किए जाने से पूर्व सैनिकों को एक बार फिर निराशा हाथ लगी। यह दूसरा मौका था, जब पीएम मोदी से पूर्व सैनिकों को वन रैंक वन पेंशन को लागू करने का ऐलान किए जाने की उम्मीद थी। लेकिन पीएम मोदी ने यह कहकर कि इसे सैद्धांतिक मंजूरी मिल गई है और संबंधित पक्षों से बातचीत चल रही है, उनके इंतजार को और बढ़ा दिया है। 

पिछले दिनों दिल्ली के जंतर-मंतर पर प्रदर्शन के दौरान पूर्व सैनिकों ने यह मांग भी की थी कि कम से कम 15 अगस्त के दिन उन्हें यह ऐलान करना ही चाहिए। टीवी चैनल से बातचीत में पूर्व सैनिकों ने मोदी की ओर से ऐलान न किए जाने को निराशाजनक करार देते हुए कहा कि हमने उनके लिए काफी प्रयास किए हैं, लेकिन वे हमारी उम्मीदों पर खरे नहीं उतर रहे। 

यह दूसरा मौका था, जब पीएम मोदी से इस मसले पर स्पष्ट ऐलान किए जाने की उम्मीद की जा रही थी। इससे पहले मई में जब वह अपनी साल का एक साल पूरा होने पर रैली करने गए थे, तब भी पूर्व सैन्यकर्मियों को ऐसी ही उम्मीद थी। ऐसा ही माहौल इस बार भी बनाया जा रहा था।

लाल किले के प्राचीर से पीएम मोदी ने इतना ही कहा कि सरकार ने इसे सैद्धांतिक रूप से मंजूरी दे दी है, लेकिन अभी संगठनों से बातचीत चल रही है। पीएम मोदी के इस दावे से उन पूर्व सैनिकों को निराशा ही हाथ लगी है, जिन्हें तमाम वादों के बाद आजादी के मौके पर किसी ठोस ऐलान की उम्मीद थी।

Four former service chiefs seek President’s intervention

Mounting pressure on the government ahead of Independence Day, four former service chiefs in an “open letter” sought intervention of the President for early implementation of the One Rank One Pension (OROP) to avoid the situation “getting out of hand”.

While expectations are high among ex-servicemen of an announcement on the issue by Prime Minister Narendra Modi on Independence Day, Finance Ministry sources told The Hindu that consultations so far have not been conclusive and discussions are still on.

The sources also said no reference has been made yet on the OROP to the 7th Pay Commission by the government. This comes in the backdrop of apprehensions among veterans that the government is attempting to dilute the definition and provisions of the OROP and might link the implementation for the officer cadre with the 7th Pay Commission.

In the “open letter” the former chiefs — General S.F. Rodrigues, Admiral Arun Prakash, Admiral L. Ramdas, and Admiral Sureesh Mehta — expressed “deep anguish” at the “dismal spectacle of our veteran soldiers” driven to undertake public protests and demonstrations to press their demand for the long overdue grant of the OROP.

The government seems to have taken “no notice,” the letter said, adding that the recent developments have “not only triggered a process of politicisation of the Indian military, but also served to inflict grave damage on its morale and self-esteem.”

They cautioned that this can be seen as veterans being ignored and humiliated by their own “sarkar [government]”. They attributed this to a lack of “political will”.

In view of the situation, the four former chiefs called for an intervention by the Supreme Commander of the Armed Forces.

One Rank One Pension scheme - Astronomical Expectations on OROP Once Again!

“Ever since news has surfaced that official announcement on the One Rank One Pension scheme will be made on August 15, expectations have started to soar again.”

There is a general feeling that time has come for the implementation of the One Rank One Pension scheme, which has been a long-time dream for more than 30 lakh ex-servicemen all over the country. But the readers might remember that expectations ran high once before too – on May 25, 2015. Everybody thought that Modi would make the announcement on the occasion of the first year celebrations of his coming to power at the centre. After attending the huge rally at Mathura, Modi uttered not even a word about OROP.

But, according to various sources, it looks as if the Government is giving serious thoughts about implementing the policy this time. Prime Minister Narendra Modi may announce implementation of very long delayed One Rank One Pension scheme on August 15 when India celebrates its 69th Independence Day.

It is worth noting that for more than 50 Days, the UFESM has been spiritedly conducting a relay fast protest at New Delhi’s Jantar Mantar. The retired armed forces personnel are preparing to take their agitations to the next level. They are planning to campaign against the BJP in the Bihar poll. If Modi fails to make any announcement on Independence Day, their protest is sure to take a new turn. But, media reports claim that it wouldn’t come to that.

After meeting the Minister of Finance yesterday, Lt General (retd) Raj Kadyan, who heads the Indian Ex-servicemen Movement, said that he has faith in the serious attempts being made by the current government. “After patiently hearing our demands, the Finance Minister said that we wouldn’t have to wait for months, but only for a few more days,” he said. There is a general belief that the minister had hinted at August 15.

Yesterday, a discussion was held with the ex-servicemen association at the Prime Minister’s Office. No landmark decisions were made, but the members had reportedly said that the Prime Minister will announce a positive decision on August 15.

In other words, nearly three-million ex-servicemen and war widows in the country are hopeful that the Prime Minister’s address to the nation on Independence Day will have some definite answers on the question of OROP.

CSD Canteen Facilities for Retired Employees – Long pending demand accepted by MoD
“CSD Canteen facilities for Defence Civilian retired employees – Long pending demand accepted by MoD”
For a number of years the Defence Civilian employees have obtained the facility to buy items at subsidized prices from CSD canteens. Especially, Ordnance Employees could buy anything from groceries to bike – at super-subsidized rates from the CSD Canteens, also called Unit Run Canteens. But these facilities were denied to retired employees.
There is no doubt that such concessions are of tremendous importance post-retirement, when the person faces extreme financial crunch. There is no denying the fact that the mental satisfaction is much higher when these items are bought at subsidized rates from these canteens. Also, denying this privilege after retirement becomes a prestige issue of sorts.
After prolonged fights by all the federations of employees union, the Centre is accepted to extend the subsidized CSD canteen facility to retired defence civilian employees too. It is being said that the Minister of Defence has given his approval to the order.
More information on this is expected soon. Issues like who qualifies for the facility, what are the items they cold buy at subsidized rates, and providing Smart Cards, etc., have not yet been decided.
One thing is for sure – retired employees can now proudly shop at the CSD canteens.
